Al-A'laa • BN-TAFSEER-IBN-E-KASEER
﴿ وَٱلَّذِى قَدَّرَ فَهَدَىٰ ﴾
“and who determines the nature [of all that exists], and thereupon guides it [towards its fulfilment],”
