﴿ وَأَمَّا مَن جَآءَكَ يَسْعَىٰ ﴾
“but as for him who came unto thee full of eagerness”
But as for him who comes to you hurrying yas‘ā is a circumstantial qualifier referring to the subject of the verb jā’a ‘comes’
