﴿ وَمَآ أَكْثَرُ ٱلنَّاسِ وَلَوْ حَرَصْتَ بِمُؤْمِنِينَ ﴾

“Yet - however strongly thou mayest desire it -most people will not believe [in this revelation],”

(And though thou try much) no matter how hard you try, (most men) the people of Mecca (will not believe) in the scriptures and messengers.
