﴿ إِنَّمَا سُلْطَٰنُهُۥ عَلَى ٱلَّذِينَ يَتَوَلَّوْنَهُۥ وَٱلَّذِينَ هُم بِهِۦ مُشْرِكُونَ ﴾

“he has power only over those who are willing to follow him, and who [thus] ascribe to him a share in God's divinity.”

(His power) way and overpowering (is only over those who make a friend of him) those who obey him, (and those who ascribe partners unto Him (Allah)).
